5.5 Future Research Needs

Comprehensive analysis of the various cost-sharing, tax incentive, and technical assistance programs is needed to determine the most effective policy options in terms of forestry investments, individual landowner's goals, forest sustainability, and future benefits for society overall.


Finally, there is a need to compare the cumulative effects of an individual State's institutional mechanisms -- tax policies, cost-sharing programs, and regulatory programs on forestry investments and forest resource protection.
