Notes: Here are some fundamental principles for the assessment. It will be an interagency effort, involving the agencies listed at the beginning of the presentation. It will be an open process and will engage the public at every step. It will be a science-based assessment, requiring the best available peer-reviewed science. It will be descriptive-- in the sense of describing conditions and trends-- but will not be prescriptive-- i.e., it will not conclude with suggestions for policy or other remedies. It will be driven by a set of specific questions.
