The Forest Inventory and Analysis (FIA) unit in Knoxville, TN, has instituted annual updates of forest conditions throughout the South and in Caribbean forests of Puerto Rico and the Virgin Islands. In accordance with the 1998 farm bill emphasis on 5-year reports, progress on FIA reporting continues with the publication of data for South Carolina, Georgia, Alabama, Tennessee, Mississippi, Virginia, and east Texas in 2009—more than in previous years, with South Carolina and Virginia receiving their second 5-year reports.
The new FIA data is useful for a variety of land managers, researchers, industry analysts, economists, and individuals. For State forestry agencies, FIA data is the foundation for many purposes, including better understanding of issues impacting their forests, building delivery mechanisms for landowner assistance programs, and determining the availability of timber resources and potentially attract new industries that depend on wood for raw material. The information also is critical to recent exploration of woody biomass for bioenergy generation.
Also in 2009, FIA analysts published findings for nine State timber product assessments, two regional timber product assessments, and three State-level harvest and utilization studies. Each of these reports gives statistics on various aspects of utilization and product output for removals from the Southern region. Forest industry data for the calendar year 2007 was processed and added to the data retrieval tool on the Southern FIA Web site.
In addition to updating the database retrieval system for 2007 Southern forest industry data, FIA also installed a new and improved version of the Station’s online data table generator (srsfia2.fs.fed.us/php/tpo_2009/tpo_rpa_int1.php), giving users greater access to the most current data, including National-level data previously only available at the National FIA site. Several new tables have been added, most notably county level tables for mill residue information. Another new feature that will be available only on the Southern FIA forest industry data retrieval site is the ability to produce output tables in million cubic feet, thousand cubic feet, or green tons.
Another notable accomplishment is the completed development of a national field data collection system. The Mobile Integrated Data Acquisition System (MIDAS), now in use by all Southern States, includes both a field data collection program and a system of Web-based data management tools. Completion of the MIDAS system standardizes data collection across the entire FIA plot network, and the system’s programs are applicable to work across the United States in support of the FIA program.

In 2009, the Forest Inventory and Analysis (FIA) unit in Knoxville, TN, published the 2007 Southern Pulpwood and Trends in Southern Pulpwood Production 1953-2006, along with 9 state timber product output (TPO) and use assessments for 2007. Harvest and utilization studies for Alabama, South Carolina, and East Texas were published in 2009, as well. Each of these reports gives statistics on various aspects of utilization and product output for removals from the Southern region. Forest industry data for the calendar year 2007 was processed and added to the TPO Data Retrieval tool on the Southern FIA Web site. In addition to updating the TPO database retrieval system for 2007 Southern TPO data, FIA employees spent several weeks updating the appearance and functionality of the Southern Research Station TPO data Web site table generator. The new version gives users access the most current Southern TPO data and the most current National level (RPA TPO) data that was previously only available at the TPO Mapmaker site at the Northern Research Station.
Based on user input, several new tables have been added, most notably county-level tables for mill residue information. All tables can be easily downloaded to Excel spreadsheets. Another new feature that will be available only on the Southern side of the TPO data retrieval site is the ability to select output tables in million cubic feet, thousand cubic feet, or green tons . Factors used to convert the cubic feet to weight are based on the most current inventory data for each state and are provided in a look-up table beside the green tons radial button. Development of a national field data collection system (MIDAS)
In early 2007, a national task team was formed to develop a field data collection system that would meet the needs of each of the four FIA regions. The developed system would need to meet both the current data management requirements of the existing regional implementations of the national inventory and be extensible at a State, regional and National level as changes are made to the current inventory design. The result of the collaborative effort was the Mobile Integrated Data Acquisition System (MIDAS), which includes both the field data collection program and a system of web-based data management tools. Implementation in the South began in October 2008, and was completed in March 2009. All states in the South are now currently using the MIDAS program to collect data.
The completion of the MIDAS system allows for standardized data collection across the entire FIA plot network. In addition, it allows programming skills which were formerly dedicated to development of regional data collection systems to be utilized throughout the United States in the support of the overall FIA program. State 5-year reports published for seven Southern States summarizing the status and condition of forests
The passage of the 1998 Farm Bill led to the development of a nationally consistent approach to forest inventory across the country. This included a new National sample design, a National plot design, annual systematic measurement of a proportion of permanent plots in each state, data summaries in 6 to 12 months after the completion of the annual data collection, and State inventory reports every 5 years. In addition to these changes, measures relating to forest ecosystem function, condition, and health were added to FIA.
In 2009, FIA published seven 5-year reports on the forest conditions in these states: Alabama, Georgia, Mississippi, South Carolina, Tennessee, eastern Texas, and Virginia. This output is a vast improvement compared to previous years. The South Carolina and Virginia reports were the second 5-year reports for these States.
These documents (and the data that support these reports) are used by the State forestry agencies to understand the issues impacting the condition of the forests in their States. This information is then used to structure delivery mechanisms for landowner assistance programs. In addition, the FIA data and information is used to determine the availability of timber resources and to attract new industries that use wood as raw material.
